Creation of Finance Directorate

Gordon Strong introduced a proposal for:

1. The creation of a Finance Directorate headed by a new Finance Director.
2. The assignment (delegation) of enumerated Treasurer responsibilities to the Finance Director to include bookkeeping, financial reporting, making payments, and managing moneys of the organization. The Treasurer would retain responsibility for budgeting and authorizing expenditures. Other duties not explicitly mentioned may be delegated at the discretion of the Treasurer.
3. The Finance Director is assigned as a member of the Finance Committee, working under the supervision of the Treasurer.
4. The Budget Policy is amended to add the Finance Director as a signatory on checks.
5. Al Boyce is appointed as Finance Director as of 1 June 2016.
